If the facts in this release are true, and they seem to be, Reporters Without Borders/RSF gets it half right. They're correct to complain about Yahoo and Google bowing to communist thugs. But they're wildly off-base (verging on completely nutty) to demand that the U.S. government "establish a code of conduct for US Internet firms selling products abroad."
It may be ill-advised for Yahoo and Google to alter their search results, but those firms have the First Amendment right to do so. Moreover, how would RSF like a proposal for the Feds "to establish a code of conduct for U.S. news organizations selling products abroad?"
